After a year of effort promoting the project and with the decline of the street's economic strength at the time, the business group decided to delay their initiatives for a further year until more positive economic times returned. 

In 1984 with the advent of the provincial Commercial Area Improvement Program (CAIP) and a reinvigorated executive, the efforts to develop the inherent charm and pedestrian environment of the Village were re-initiated with the active support of the City of Ottawa's Economic Development and Community Development Departments. 

In the early evening on February 15, 1985, at a village reception, her worship Mayor Marion Dewar, cut the ceremonial ribbon symbolically marking the agreement to proceed with the Streetscape renewal Project.
